振り返る

あの革命権を

第２条　あらゆる権力は人民に存し、それゆえに人民に由来する。行政官は人民の被信託者であり僕であり、常に人民に従う。
第３条　政府は人民、国家あるいは社会の共通の利益、保護および安全のために制度化されるものであり、あるいは、されるべきである。様々な様式や形態の政府の中でも、最大限の幸福と安全を生み出すことができ、悪政の危険に対して最も効果的に防御されているのが最善である。いかなる政府も、これらの目的について不適切ないし反していると認められた時には、社会の多数派は政府を改革し、置き換え、あるいは廃止する権利を有する。この権利は疑う余地なきもの、不可分にして、剥奪できないものである。ただし、この権利は、公共の福祉に最も資すると判断される方法で行使されねばならない。

II. That all power is vested in, and consequently derived from, the people; that magistrates are their trustees and servants, and at all times amenable to them.

III. That government is, or ought to be, instituted for the common benefit, protection, and security of the people, nation or community; of all the various modes and forms of government that is best, which is capable of producing the greatest degree of happiness and safety and is most effectually secured against the danger of maladministration; and that, whenever any government shall be found inadequate or contrary to these purposes, a majority of the community hath an indubitable, unalienable, and indefeasible right to reform, alter or abolish it, in such manner as shall be judged most conducive to the public weal.

「規律ある民兵は自由な国家の安全にとって必要なため、市民が武器を保有し、また携行する権利は、これを侵してはならない」
